MINUTES OF THE MEETING OF THE OXTON PARISH COUNCIL HELD ON TUESDAY 12TH OCTOBER 2004

 

 

Meeting commenced at 7.30p.m

 

 

Present: Mesdames Cooper, Bennett, Jacobs and Roe. Messrs. Johnson and Colston. Clerk Mr. B Machin. County Councillor Mr. Stewart.

Apologies for absence: Apologies were received from Mr. Bayliss.

MATTERS ARISING FROM THE MINUTES OF 24TH AUGUST 2004

Chiropody: The Clerk reported replies from both Newark & Sherwood and Gedling Primary Care Trusts both indicated that treatment was available at local surgeries equipped with suitable facilities also pointing out the difficulties of finding premises in villages where the standards of clinical governance expected of the Chiropody Service could be maintained, information on transport provision and eligibility is available in the surgeries. The Chairman reported that she had raised the issue at the N&S Trusts AGM and that the Chairman and Chief Executive had indicated that a service aimed at the care of feet as opposed to chiropody was a possibility. Concerns were expressed about suitable accommodation in the village that had the required level of privacy and furniture.

It was agreed the Chairman follow up the care for feet possibility.

Community Speed Watch Programme: The Clerk reported he had received two volunteers, Miss Roe reported that she had received some indications of interest. It was agreed the Clerk ask Dr. Kilpatrick and Mr. Wigglesworth if the knew of anyone else who would volunteer, Miss Roe agreed to confirm the interest of those who’s names she had received.

Oxton Roundabout: NCC has indicated that the flooding is caused by Severn Trent apparatus and will pursue the matter.

Dover Beck Plantation – Flooding: Miss. Roe reported she had spoken to long standing residents of the village who were of the opinion that the plantation did not flood as badly prior to the opening of Calverton Colliery.

Green Dragon Public Entertainment Licence: The Clerk reported that N&SDC had spoken to him and Mr. Davies. The Clerk also highlighted the difficulties of responding to future licence requests owing to lack of information provided, time constraints and the need to attend hearings to voice any objections. Miss Lewington had complained to Mr. Colston about noise, dog fouling and caravan sales at the pub. It was agreed that the dog fouling was on private land and outside Councils influence, more specific information was required on noise that could be reported to N&SDC, the Clerk was asked to write to the Landlord re. caravan sales.

Ringmaster: The Clerk reported that Dr. Kilpatrick had arranged receipt of information and was currently organising a system to filter and disseminate the information to Neighbourhood Watch Co-coordinators. The Chairman reported that a meeting of co-coordinators would be held in November. Mr. Johnson said that Council needed feedback too.

 

 

Councillor Stewart arrived at this point.

Xmas Tree: The Clerk reported the organisers had provisionally set the 9th December as the switch on date for the lights. It was agreed the Clerk inform the organisers that the land on Elmcroft is owned by N&SDC.

 

 

COMMUNICATIONS:

Parish Council Conference: To be held on 15th November the Clerk is to attend.

Draft Code of Conduct for Local Government Employees &Review of Political Restrictions: Council noted receipt of the above consultation document without comment.

Notts. RCC – AGM: The AGM and 80th celebrations were noted, no one is able to attend.

Licensing Act – Policy Consultation: The consultation document was noted without comment.

East Midlands Development Agency – AGM: The AGM was noted no one is able to attend.

Greenwood Community Tree Planting: The availability of grants to 2005 was noted.

 

 

HIGHWAYS:

Snow Warden & Emergency Representative Scheme: Mr. Johnson volunteered to take on the responsibilities from Mr. Colston.

A6097 Lowdham to Oxton Roundabout: Work on the traffic signals at the Moor Lane junction and mini roundabout at the Shelt Hill junction is to commence mid October with completion due January 2005.

Nottingham Road Street Name. The Clerk was asked to report that the sign outside the Olde Bridge Inne needs re-erecting.

Defective Street Lights: The Clerk was asked to report lamp No.6 on Main Street.

Beanford Splash Footbridge: It was reported that sand bags had been used to support the eroding embankment to the footbridge and that they are unsightly, Mr. Stewart agreed to find out how long before a permanent solution was implemented.

Community Speed Watch: Mr. Stewart reported that the scheme was up and running in six parishes. The Clerk was asked to obtain an application form for the scheme.

 

 

The Chairman changed the order of the meeting at this point.

 

 

At this point Councillor Stewart presented to the Chairman a cheque for £180 as the Notts. CC contribution to the walks leaflet. The Chairman thanked Councillor Stewart.

Building Better Communities: Council were asked to determine its bid for finances from the scheme, following discussion it was agreed to request a street light near the Olde Bridge Inne, this had been identified in the Village Appraisal and was a high priority item under the scheme.

Bus Shelter: Council were asked to decide what design of bus shelter it would like, it was confirmed the shelter would be sited where the millennium bench currently stands on Elmcroft. After further discussion on the siting it was agreed by a majority of 5 to 1 to have a Guildford shelter with optional seat in the location proposed. The option of a second shelter is to be carried forward to next financial year.

 

 

Councillor Stewart left at this point.

 

 

PLANNING:

Orchard House Epperstone – Tree Works: N&SDC has approved the felling of two Cherry Trees provided they are replaced by suitable trees.

Planning Approvals: N&SDC has granted full planning approval to the following:

Fernbrook 1 Windmill Hill

Alteration to front elevation

Wesley Grange Chapel Lane – Variation of Conditions: Council approved the variation to conditions 8 and 9 of the original approval.

RECREATIONAL FACILITIES:

Monthly Inspection Report:  Mrs. Jacobs presented the report for October which included missing end caps and loose bolt on the multi play, the Clerk is to inspect.

 

 

BONFIRE:

The Clerk reported a request from the VHMC to hold the bonfire on the playing field on 5th November, the Committee had arranged special insurance for the evening and would work  under the rules and regulations contained in the Nottinghamshire Safer Bonfire Scheme. It was agreed the Bonfire could be held.

 

 

ANY OTHER BUSINESS?

Best Kept Village Competition: Miss. Roe reported the village had won the competition for the second year running and asked if Council were to have the usual unveiling ceremony. It was agreed that as the plaque had been in place for a year and considering the expense of an unveiling, no ceremony would take place. It was agreed to consider what to do with the prize money at the next meeting.

Open Spaces Forum: Mrs. Jacobs informed the meeting she was no longer able to attend the forum on behalf of the Council, no one else was able to attend.
